PM Urges to Push Draft Cybersecurity Law

Pa Chanroeun, President of the Cambodian Institute for Democracy, expressed support for the efforts, recognising its importance in addressing online crime. However, he said that while having a law that provides “essential judicial tools” to combat all forms of crime, including cybercrime, it is not sufficient on its own.
“Having a law without effective implementation does not guarantee a solution,” he remarked. “Law implementation requires a strong political will to enforce it and address challenges related to its use, such as in the case of the cybersecurity law.”
He highlighted the importance of addressing various aspects of cybercrime, stating that tackling online crime involves much more than just the existence of a law.
To ensure the law serves the public and becomes an effective tool in addressing the challenges posed by current digital and internet technologies, Chanroeun highlighted two key factors he believes are essential for the law’s fairness and effectiveness.
“First, any article of law must ensure compliance with international human rights standards, safeguarding citizens’ rights to freedom of expression, privacy and participation online as active members of a democratic society,” he said
“Secondly, I believe that for this law to be widely accepted, the process must involve extensive and meaningful consultations that are relevant to all stakeholders, including civil society organisations”. Read more
